"This is war; the longest and most enduring of human practices. It is the year 2020 and the human race stands on the brink of nuclear catastrophe. The UNEC and the CFM have been struggling for many years to reach an agreement in creating a world government. They have not succeeded. In order to protect themselves, the UNEC initialized a secret project called IRIS: the International Regulators of Internal Safety. A program to keep the world at peace."
